Meta Ads vs TikTok Ads in Singapore (2027): Which to Use?

October 28, 2026Jerry Chen12 min read

If you want WhatsApp enquiries, bookings or quote requests from a Singapore audience, start with Meta (Facebook and Instagram). If your product sells best in a short, scrappy, phone-shot video and you can post new ones every week, TikTok deserves the first test. That is the short answer.

The longer answer is that the two platforms reach a similar-sized adult audience here but ask very different things of you. Meta rewards a clear offer, a fast lead path and patient retargeting. TikTok rewards a steady supply of native-feeling video, and punishes ads that look like ads.

This guide puts them head to head with sourced Singapore figures, then covers when each one wins, when to run both, how the creative differs, a directional budget split for a first test, common mistakes, and a checklist to decide.

Meta Ads vs TikTok Ads: the head-to-head

Reading the reach numbers honestly

Three caveats before anyone quotes "TikTok equals Facebook in Singapore":

  1. ▸The bases differ. TikTok's ad tools only report users aged 18 and above, so its 75.4% is a share of adults. Facebook's 64.6% is a share of the whole population. Kepios reports Facebook at 75.5% of adults, so the adult reach is close to identical.
  2. ▸Ad reach is a ceiling, not an audience. Kepios warns that ad reach is not the same as monthly active users, and that platforms revise these figures often.
  3. ▸Meta is two apps. Instagram adds a further 3.35 million in ad reach, much of it overlapping with Facebook. One Meta campaign can run across both, plus Messenger and Facebook Marketplace.

The practical point: in Singapore, audience size is rarely the deciding factor. Your offer, your creative capacity and how you handle enquiries are.

When Meta wins

You want WhatsApp chats, and you run on the WhatsApp Business app. Most Singapore SMEs already take bookings on WhatsApp. Meta's ads that click to WhatsApp open a chat straight from a Facebook or Instagram ad, and they work with the free app on the phone your staff already use. On TikTok, the WhatsApp route needs an API number through a messaging partner, which is an extra monthly cost and an extra system. For a two-person aircon or cleaning business, that difference alone often decides it. Our WhatsApp marketing guide covers how to handle those chats once they arrive.

Your buyer is 35 or older. Renovation decision-makers in a new BTO flat, parents choosing tuition, adult children arranging home care for a parent: these audiences are reachable on TikTok, but Facebook and Instagram are where they reliably see and act on ads for considered purchases.

The sale needs several touches. A S$30,000 renovation or a 12-month tuition package is not bought from one video. Meta's retargeting of website visitors, video viewers and people who opened your form is mature and easy to set up. You can show a portfolio carousel to people who watched half your video last week.

You only have photos and a good offer. A clean before-and-after, a clear package and a price-anchored promotion can still work on Meta without new video every week. On TikTok, the same static asset usually sinks.

You need tight location targeting. A home-services business in the east can run a radius around Tampines and Bedok and exclude the rest of the island. TikTok supports location targeting too, but Meta's is the more familiar and controllable tool for small service areas.

When TikTok wins

The product is visual, quick to understand and easy to want. A new hawker-style stall, a bubble tea launch, a lash or nail studio, a gadget, a skincare product. If someone can understand and want it in eight seconds, TikTok's algorithm can find buyers you would never have targeted by interest.

You (or your team) will actually post. TikTok rewards brands that look like creators. If your owner or staff are comfortable on camera and can film three to five short videos a week, the same clips feed both organic posts and Spark Ads, which TikTok describes as a way to leverage organic TikTok posts in your advertising.

Your audience skews under 35. Hiring for F&B and retail roles, student offers, nightlife, fashion. Younger Singaporeans spend a lot of discovery time on TikTok, and ads that feel native get watched rather than skipped.

You sell online and can take payment immediately. E-commerce brands that already sell on Shopee or Lazada, or through their own site, can turn a viral moment into orders. Lead-gen businesses get less of that upside.

You are discovering demand, not capturing it. If nobody searches for what you sell yet, TikTok is one of the cheapest ways to find out which angle makes people care. Treat it as creative research as well as media.

When to run both

Run both when each platform has a clear job and enough budget to do it. A common, sensible pattern:

  • ▸TikTok for discovery. Short native videos introduce the brand to new, often younger, viewers.
  • ▸Meta for conversion. Retarget people who visited your site or engaged with your content, and send them to WhatsApp or an instant form.
  • ▸Google for intent. People who saw you on social later search your name or category. Our Google Ads vs Meta Ads guide covers that side.

Do not run both just because "everyone is on TikTok". Two half-funded tests produce two inconclusive results. Add the second platform once the first one is producing enquiries at a cost you understand.

Judge platforms on cost per qualified enquiry, not cost per click or views. TikTok views are cheap; what matters is how many viewers become real conversations with someone ready to book.

Creative differences: native vertical video vs polished

This is where most SMEs get the choice wrong. The platforms want different things.

What works on MetaWhat works on TikTok
LookClean, branded, clear product shots; polished is finePhone-shot, natural light, a real person talking
OpeningOffer or benefit in the first line of text and frameA hook in the first one to two seconds: a question, a reaction, a surprising result
SoundMany people watch muted; captions essentialSound-on culture: voice, trending audio (licensed for commercial use), on-screen text
Length6 to 15 seconds for video; stills and carousels still usefulRoughly 9 to 30 seconds; keep it moving
Refresh rateA winning ad can run for weeksExpect fatigue within one to three weeks; plan a steady pipeline
Who's on cameraOptionalUsually essential: founder, staff, customer or creator

A Singapore example of the difference. A home-cleaning service on Meta might run a carousel: before photo, after photo, package and a WhatsApp button. On TikTok, the same business does better with a 20-second clip of a cleaner tackling a greasy HDB kitchen hood, narrated in Singlish, ending with "WhatsApp us, link in bio" on screen.

Polished brand video still has a place. A well-made hero film works on Meta, on YouTube and on your website, and it can be cut down into shorter social edits. If you need that layer, our AI brand videos page explains how we approach it. Just don't expect a glossy 30-second ad to behave like a native TikTok.

Budget split for a starting SME (directional)

These are starting points for ad spend, not rules, and they don't include any agency or production fees.

Your situationSuggested first splitWhy
Service business, WhatsApp-first, buyers 35+ (renovation, eldercare, tuition, aircon)Meta 80 to 100%, TikTok 0 to 20%Meta's WhatsApp path and retargeting suit considered purchases
Visual consumer brand with on-camera capacity (F&B, beauty, retail)TikTok 50 to 70%, Meta 30 to 50%TikTok finds demand; Meta retargets and converts
E-commerce with a proven productTikTok 40 to 60%, Meta 40 to 60%Both can sell directly; let the cost per sale decide
Very small budget100% on one platformOne clear result beats two weak ones

Plan the test in phases. Weeks one and two are for fixing tracking and dropping creative that doesn't land. Weeks three to six are for collecting enough enquiries to compare. After that, move budget towards whatever produces qualified enquiries most cheaply.

As directional benchmarks in ad spend, Singapore enquiries often cost roughly SGD 2 to 8 for home services, 3 to 10 for F&B, 8 to 20 for beauty and wellness, 10 to 30 for renovation, 15 to 40 for education and 20 to 45 for healthcare and eldercare. Your own numbers depend on your offer, area, landing page and, above all, how fast you reply.

Common mistakes

  1. ▸Running Meta-style ads on TikTok. A polished brand ad with a logo in the first frame looks like an ad and gets swiped. Shoot natively.
  2. ▸Choosing TikTok without a content plan. If nobody can film new videos every week, performance decays and costs rise. Be honest about capacity before choosing.
  3. ▸Setting up TikTok-to-WhatsApp without knowing the requirements. The API number, the partner fees and moving off your usual WhatsApp app catch people out. If you're not ready, send TikTok traffic to an Instant Form or a simple landing page instead.
  4. ▸Slow replies. On both platforms, a lead answered in five minutes is worth far more than one answered tomorrow. Someone has to own the inbox, including weekends if that's when you advertise.
  5. ▸Judging after a week. Both algorithms need time and conversions to learn. A seven-day verdict usually judges the setup, not the channel.
  6. ▸Comparing platform-reported numbers. Each platform counts conversions its own way. Keep a simple log of enquiries with their source and whether they became customers.
  7. ▸Ignoring PDPA. Instant forms on either platform collect personal data. Say what you'll use it for, link a privacy policy (TikTok requires one on its forms), and don't add people to broadcast lists without consent.
  8. ▸Too-narrow targeting. Singapore is small. Stacking interests on top of a tight age band and radius leaves the algorithm nothing to work with.

Decision checklist

Answer each question, then count which side wins.

  • ▸Do your customers already message businesses on WhatsApp to book? Yes leans Meta.
  • ▸Is your main buyer over 35, or buying something considered and expensive? Yes leans Meta.
  • ▸Can you show the product's appeal in under ten seconds of video? Yes leans TikTok.
  • ▸Can someone film three or more short videos a week, every week? Yes leans TikTok; no rules it out as a first platform.
  • ▸Is your audience mostly under 35? Yes leans TikTok.
  • ▸Do you only have photos and an offer right now? Yes leans Meta.
  • ▸Do you sell online with instant checkout? Yes makes TikTok a strong contender.
  • ▸Is your budget only enough for one platform to collect a meaningful number of enquiries? Then pick one, and test the other later.
  • ▸Do you have tracking in place: a pixel on your site and a way to log WhatsApp enquiries by source? If not, fix that before spending on either.

If you scored mostly Meta, start there and revisit TikTok in three months. If you scored mostly TikTok, start there but set up Meta retargeting early. If it's a tie, start with whichever you can make better creative for this month.

That standard runs from the everyday work — a website visitors don't bounce from, an ad measured by cost per enquiry — through to the studio's premium tier of interactive brand games and immersive experiences, where the craft first took shape. His work spans performance campaigns for Singapore SMBs and CNY activations, heritage festival experiences, and loyalty-integrated game mechanics for regional brands — always with the same guiding question: what does the customer do next, and what did it cost to get them there?
