WhatsApp Marketing in Singapore: A Practical Guide for SMEs
How Singapore SMEs can use WhatsApp to sell: click-to-WhatsApp ads, website chat links, the Business app vs the Platform, and staying within DNC and spam rules.
Frequently asked questions
What are click-to-WhatsApp ads?
They are Facebook and Instagram ads whose button opens a WhatsApp chat with your business instead of a website. The customer lands in a conversation with a message ready to send, so the ad's job is to start a chat, not to fill in a form. They work best when someone replies quickly and the ad makes clear what the person should ask about.
Is the free WhatsApp Business app enough for a Singapore SME?
For most small teams, yes. The app includes a business profile, catalogue, quick replies, labels, greeting and away messages, and WhatsApp says an account can be linked to up to 10 devices. You outgrow it when you need automated flows, integration with a CRM or booking system, or more structured messaging to large opted-in lists.
Does the Do Not Call Registry apply to WhatsApp messages in Singapore?
Yes. PDPC's Advisory Guidelines on the Do Not Call Provisions say the rules apply to any means of sending a marketing message to a Singapore telephone number, naming WhatsApp as an example. Unless you hold clear and unambiguous consent in evidential form, or an exclusion applies, you must check the number against the DNC Register within 21 days before sending.
Does the Spam Control Act cover WhatsApp?
Yes, since amendments that took effect on 1 February 2021, the Spam Control Act covers messages sent to instant messaging accounts. Its duties apply to unsolicited commercial messages sent in bulk, meaning more than 100 similar messages in 24 hours, 1,000 in 30 days or 10,000 in a year. Those messages need an unsubscribe facility, and opt-outs must be honoured within 10 business days.
How much does the WhatsApp Business Platform cost?
Since 1 July 2025 Meta charges per delivered template message, with rates that differ by category (marketing, utility, authentication) and by the recipient's country. Replies inside the 24-hour customer service window are free, and messages sent within 72 hours after someone reaches you through a click-to-WhatsApp ad are free too. A solution provider usually adds its own subscription fee on top.
How do I track leads that start on WhatsApp?
Give each traffic source its own prefilled opening message, such as a short reference to the ad or page, so you can see where every chat came from. Label chats by source and stage in the Business app, and tally real enquiries and closed jobs each week. Count WhatsApp button clicks as a secondary signal only, because a click is not a conversation.
