Do Singapore cleaning companies need an NEA licence?
It depends on the work. NEA states that cleaning of domestic premises occupied as a private residence does not need a Cleaning Business Licence, but that exemption does not cover condominium common property. Office, commercial, carpet, upholstery and condo common-area cleaning require a licence, and NEA says a service buyer who engages an unlicensed cleaner can be fined up to S$10,000. Can booking software send automatic WhatsApp messages to customers?
Only if it is connected to the WhatsApp Business Platform (the API), not the normal WhatsApp Business app. Through the API, you can reply freely for 24 hours after a customer messages you; outside that window you can only send pre-approved template messages. A simple wa.me click-to-chat link is not automation at all: it just opens a chat so a person can reply.
Is it legal to track cleaners' location with GPS check-in in Singapore?
PDPC's guidelines say employers can collect employee personal data that is reasonable for managing the employment relationship without consent, but must tell employees the purpose. Checking location at clock-in against a site geofence is far easier to justify than continuous tracking. Freelancers who are not employees fall outside that employment exception, so get their consent in writing.
