Frequently asked questions
Do I need a GRA licence for a lucky draw in Singapore?
Not an application. A business running a lucky draw or game of chance to promote its own non-gambling goods or services is covered by GRA’s trade promotion class licence, as long as it meets every condition — there is nothing to submit, but no waivers either.
Can I make people buy something to enter?
Yes — entry can depend on buying the goods or services being promoted, such as “spend $50 for one chance”. What isn’t allowed is charging a fee to play or selling extra chances.
What changes if prizes are worth more than S$10,000?
For draws decided after entries close, prizes worth more than S$10,000 in total (all prizes combined, at retail value) also require published results and a statement from an independent scrutineer, who must be a registered public accountant.
Can my CNY giveaway use mahjong tiles or dice in the design?
No. Images of mahjong tiles, playing cards, dice, roulette wheels and similar gambling articles can’t be used in the game or its advertising, and games based on 4D, TOTO or race results are prohibited.
Is this legal advice?
